COR 2020 Certification Consulting in Ontario
COR, the Certificate of Recognition, is a voluntary audit-based national accreditation confirming that an employer has a fully implemented occupational health and safety management system, verified through external audit. It is endorsed nationally by the Canadian Federation of Construction Safety Associations and granted in each province by a designated certifying body. Ontario’s current version is COR 2020. Why Ontario employers pursue COR
COR is increasingly a prequalification condition rather than a discretionary safety credential. Many Ontario municipalities,
transit and infrastructure agencies, and large general contractors now require it of the contractors and subcontractors they
engage, particularly for construction and construction-adjacent work.
The practical question for most organisations is therefore not whether COR improves safety performance, which it does, but
whether its absence is quietly removing them from bid lists.

What a COR engagement includes
Gap analysis against the COR 2020 audit tool. Before any budget is committed, you should know the actual distance
between your current system and the standard.
Programme development. Writing the policies, procedures and documented processes the audit tool requires and your
organisation does not yet have.
Implementation support. This phase determines the outcome. The external audit examines practice, not documentation,
and an unimplemented programme fails regardless of how well it reads.
Internal auditor training. COR requires competent internal audits in the years between external ones. We train your team
to conduct them, or conduct them on your behalf.
External audit preparation. Readiness review and support through the certification audit itself.
How long COR certification takes
Commonly 8 to 18 months from a standing start.
Documentation is rarely the constraint. The constraint is the period required for the system to be in genuine, evidenced operation, because the external audit tests whether procedures are followed rather than whether they exist. Organisations with existing documented programmes move toward the shorter end of that range. Organisations beginning from nothing should plan for the longer end, and should treat any promise of a substantially faster route with caution.
Maintaining certification
The certificate is valid for three years. It is maintained by successfully completing an internal audit in each of years two and
three, each producing a letter of good standing, with an external re-audit in year four.
Certification is not a single event. The most common reason employers lose standing is allowing the internal audit to slip during an uneventful year, which is why we schedule it as a standing commitment rather than an annual undertaking.
Remediation after a failed audit
Organisations that have failed a COR audit are not starting again. We review the findings, establish whether the failure concerns documentation, implementation or evidence, close the identified gaps and prepare the organisation for re-audit. Most failures in our experience are matters of implementation and evidence rather than missing paperwork, which is generally a faster remedy than employers anticipate. COR and provincial recognition
COR 2020 is a pre-accredited standard under Supporting Ontario’s Safe Employers, the Ministry accreditation programme. A COR-certified management system can therefore carry forward into recognition by the Chief Prevention Officer without being rebuilt against a second standard, and recognition may in turn lead to eligibility for financial incentives from the Workplace Safety and Insurance Board.
If your requirement is international rather than provincial
Where a customer or corporate parent has specified certification to an international standard, ISO 45001:2018 is the applicable framework rather than COR 2020. Both are pre-accredited under Supporting Ontario’s Safe Employers, and organisations performing public work in Ontario under an international parent frequently pursue both, built as a single integrated system.

COR 2020 is a pre-accredited standard under Supporting Ontario’s Safe Employers, and recognition through that programme can lead to eligibility for WSIB financial incentives. COR also reduces the injury frequency that influences your premium rate over time.
No. SECOR, the small-employer self-assessment pathway, operates in provinces such as Alberta and British Columbia. Ontario operates COR 2020. A tender document referencing SECOR is almost certainly using a western Canadian requirement or an out-of-date template.

Either can work. Building internally suits organisations with an existing safety function and available capacity, since the knowledge stays in the business. Engaging a consultant suits organisations working to a tender deadline, without internal capacity, or that have already attempted certification and stalled. In practice most clients use a hybrid, where we build the documentation and train an internal owner to run it afterwards.
We work from the COR 2020 audit tool itself rather than from a generic checklist, since the audit tool is what the external auditor will apply. The gap analysis produces a prioritised list of what is missing, measured against that tool.
