The first stage of becoming a certified Joint Health and Safety Committee (JHSC) member mandated under Section 9 of the Ontario Occupational Health and Safety Act (OHSA). Available as virtual training or in-class at our Brampton and Mississauga training centres.
Who Needs JHSC Part 1
How Many People Are Required to Be on a JHSC?
Under Ontario OHSA, the size of your workplace determines what joint health and safety coverage is required:
1–5 Employees
No JHSC required unless a designated substance regulation applies to your workplace
6–19 Employees
One health and safety representative required, selected by the workers they represent. If a designated substance regulation applies, a JHSC is required instead.
20–49 Employees
A JHSC with at least 2 certified members is required
50+ Employees
A JHSC with at least 4 certified members is required
At least two of your committee members must be certified — one representing workers and one representing management. JHSC Part 1 is the first step in that certification process.
Course Overview
JHSC Part 1 Training Overview
The Joint Health and Safety Committee (JHSC) member individual certification process — mandated by Section 9 of the Ontario Occupational Health and Safety Act (OHSA) — begins with this CPO Approved JHSC Part 1 Certification course.
OHSA requires that at least two members of the committee be certified: one representing workers, and one representing management.
PHASCORP offers 3 days of JHSC Part 1 training — available virtually or in-class. Participants engage in group activities and assessments while learning from live presenters. Course materials are distributed on the day of the session. Through group projects and discussions, participants gain knowledge from other JHSC members across different organisations.
Curriculum
During JHSC Part 1, You Will Learn To:

Describe the certification process and explain the role of the Joint Health and Safety Committee and certified member
- Identify occupational health and safety legislation how to navigate the Act online, and explain the basic rights and responsibilities for each party
- Describe the categories of hazards and the basic process of recognising, assessing, and controlling hazards including evaluating hazard controls
- Describe how to conduct a successful workplace inspection
- Describe how to investigate a workplace accident or incident effectively
- Describe the importance of occupational health and safety, and outline the roles of each workplace party
- Describe the purpose, legal requirements, duties, and function of a JHSC, and explain how a functioning JHSC works
- Practise hazard recognition, assessment, control, and evaluation of hazard controls
- Practise completing an inspection form
- Practise completing written and witness statements from an accident or incident scene

Both formats cover exactly the same curriculum, cost $390, and lead to the same CPO-approved JHSC Part 1 certification. The only difference is how it’s delivered virtual training runs on Zoom with a live presenter, while in-class training is held at our Brampton or Mississauga training centres. Both formats include group activities, assessments, and course materials distributed on the day.
Yes. PHASCORP is a CPO (Chief Prevention Officer) approved training provider. Our JHSC Part 1 certification is recognised by employers and the Ministry of Labour across Ontario whether you complete the virtual or in-class format.
No prior experience or certification is required. Part 1 is designed as the entry point for anyone being certified as a JHSC committee member for the first time.
